As a public service to the Rossmoor community and surrounding communities, the Rossmoor Homeowners Association is summarizing information recently received from The Orange County Transportation Authority (OCTA) concerning the West County Connectors (WCC) Project. The WCC Project will have major impacts on traffic flow important to residents of Rossmoor and surrounding communities during construction.
The WCC Project includes providing High Occupancy Vehicle (HOV)/car pool lane connectors between the San
Diego Freeway (I-405) and the Garden Grove Freeway (SR-22) and the San Gabriel River Freeway (I-605) and
adding an additional HOV lane on the I-405 between the SR-22 and the I-605 to create a seamless HOV
connection. The WCC Project includes:
• Two direct HOV Connectors (from SR-22 to I-405 and from I-405 to I-605)
• Second HOV lane in each direction on the I-405 between SR-22 & I-605
• Elimination of need for HOV users to weave across general purpose traffic
lanes to switch to and from HOV lanes
• Reconstruction of on and off ramps
• Reconstruction of the Seal Beach Blvd. and Valley View Blvd bridges
• Reconstruction of the northbound I-405 / westbound SR-22 / 7th Street connector
• Soundwalls and landscaping

So, Rossmoor residents should be aware that the 7th Bridge over the I-405 will be closed for one year from
March 2011 to March 2012 .
Construction on the Seal Beach Blvd. Bridge will start in mid 2012 and will take two years to complete. The first
10 months of construction the bridge will be one lane in each direction with a dedicated median for emergency
vehicle use only.
These closures will create significant traffic congestion for Rossmoor residents. Suggested alternative routes are
provided on the WCC website at: www.octa.net/westcounty.aspx.
Of significance to Rossmoor, the HOV Connector from the I-405 to the I-605 will be built to the design
commissioned by the Rossmoor Homeowners Association which takes the HOV Connector further away from
the Rossmoor community and below the current connector from the Southbound I-405 to the I-605 with little
impact to Rossmoor. Also, the sections of Rossmoor along Martha Ann Drive that currently do not have
soundwalls (roughly from Gertrude to just South of Bostonian) will get soundwalls as part of this project.
However, over the next four years there will be unavoidable impacts to Rossmoor residents, including
construction noise and traffic rerouting and closures. OCTA has done a very good job of informing the public of
these impacts and providing, as much as possible, mitigation and reasonable workarounds. For more information

all aspects of the WCC project to assure that community input is provided whenever appropriate.
