Rossmoor is an unincorporated area in Orange County under the jurisdiction of the Orange County Board of Supervisors. Rossmoor receives designated services from the Rossmoor Community Services District (parks and recreation, street lighting, installation and maintenance of median landscaping—Rossmoor Way, aesthetic trimming of parkway trees, street sweeping and maintenance of the Rossmoor Signature Wall. All other municipal services are provided by Orange County.

Rossmoor is in the Second District, and is represented by John Moorlach. The Second District covers the Northwest coastal section of Orange County, including all or part of Costa Mesa, Cypress, Fountain Valley, Garden Grove, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Rossmoor, Seal Beach, Sunset Beach and Stanton.
