The
Rossmoor Planning Committee (RPC) is composed of representatives
from the Rossmoor Community Services District, RHA and the community
at large and was appointed by our County Supervisor.. The
RPC’s initial mission was to study all possible future governance
alternatives for Rossmoor fairly, without bias or personal preference,
report the findings to the community and ascertain the preferences
of the Rossmoor community based upon studies completed. Once that was completed, and the community indicated by the survey that it preferred incorporation (and that other options were either limited or no longer available), the RPC has concentrated its efforts on taking the steps necessary to get incorporation on the ballot.
Based upon the survey and the above studies, the RPC has decided to
put the issue of Rossmoor incorporation (the City of Rossmoor) to the voters. We have circulated petitions and obtained over 2,400 signatures. Based upon this strong support, the RCSD has filed an application with Orange County LAFCO to commence the process to get Rossmoor incorporation on the ballot.
We are particularly
proud of the comprehensive governance studies which we completed
with the help of our consultants and are posted on this site.
This is the first time we have every had this level of information
which we believe can allow Rossmoor residents to decide their

The RPC completed a survey of Rossmoor residents to determine their preferences regarding Future Governance Options. With 27.8% of the homes responding, 27.5% favored Rossmoo rIncorporation, 25.7% favored Expanded RCSD, 24.5% favored Seal Beach Annexation and 19.0% favored Los Alamitos Annexation. The OC LAFCO CFA is underway. A financial consultant has been selected for performing the CFA. All of the financial data that has requested by the consultant has been provided and OC LAFCO has provided a calendar of events to completion of the CFA. The calendar follows:

The next major milestone is the release of the Public Review Draft of the Comprehensive Fiscal Analysis. It should be available in early March. This will be followed by a LAFCO Community Workshop on the proposed Rossmoor Incorporation tentatively scheduled for Wednesday, March 12, 2008, at 6 PM in Rush Park. If the incorporation application is found to be viable it will be place on the general election ballot in November 2008.
In the interim OC LAFCO has provided us with direct email links to the two members who are co-managing Rossmoor's incorporation application. These persons are happy to respond to any questions from Rossmoor residents regarding the incorporation proposal. Rossmoor.
